The Elmore County Sheriff's Office announced Wednesday that Melanie Kastner, 16, who went missing Oct. 16, has been located. ECSO officials said Kastner apparently was found in Oregon following a routine traffic stop by an Oregon State Trooper in Bake City, Ore.
