Cat policy makes no sense

Dear editor,

I’m not understanding the logic behind some of the city’s animal shelter policies.

If you feed a stray cat, you “own” it. When the “owner” asks for help to spay or neuter these cats, they are doing the right thing for the cats’ well being.

I don’t understand how someone can be arrested for returning the cat to its “owner.”
