After the recent period of wet weather and three days of above-freezing temperatures, the city's storm drains became clogged with trash, leaves and other debris that needed to be removed to avoid flooding along city streets. Most of the water that runs down into city's storm drains moves through pipes under South 3rd East Street, officials said.
