Why was bathroom closed?

As a frequent walker on the Municipal walking path, fondly known as the "brown belt," I have noticed that portable toilets are currently available at the start point on the north side and at mid point at 18th street.
Another is available near the far end, (Mountain Home Police Department end) but it is on the Municipal Golf Course. On three occasions I have needed to employ a bathroom at that point and have noticed that the Municipal Golf Course has placed a padlock on it.
My question is why does a Municipal Golf Course have the right to deny use to a walker on a Municipal Walking path? If there is a legitimate and understandable reason why the golf course can deny taxpayers something they already fund, I would love an explanation.
In any event it would be nice to have another portable toilet at the south end of this path, even though one is already there.
