City needs to take the lead in water conservation

Questions for you.
1. Why is the city watering the golf course and cemetery?
2. The paper a couple weeks ago had an article that said our rates for water would be going up this summer. (I can't confirm this).*
3. Will we be asked to conserve during the summer months?
4. Is there any accountability in our local government?
On Easter Sunday morning I observed the golf course flooding from what looked like a broken sprinkler. This was off of North 18th East across from the comer of East 9th North.
This year the snowpack was well below normal. Our city leaders should take the lead in conservation and not waste our precious resources.
In July and August almost every year we are asked to conserve water. Since we are in the rainy season our city should not be watering until at least the month of May. I have observed the watering of both the golf course and the cemetery during the last couple of weeks.
Instead of increasing my fees for water use as a resident why not increase the golfers' course fees?
