A closer look at the County Commissioner District 2 race

Local revenues may be down next year as a result of the economy and the collapse in the housing market. What programs do you believe should have priority funding, and why? What programs do you believe should face major cuts, and why?
Idaho code states the county commissioners are required to provide law enforcement, ambulance service, and refuse disposal site for the citizens of Elmore County, but there are many more items or programs that are just as important and must be considered in the overall county government.
As far as programs that should face major cuts. All of the elected officials and department heads try to work as a team to serve the public. We have meetings at least once a month to try and work out what needs attention and share what other departments doing. Elmore County is over 3000 square miles and over 75 percent of it is federal or state property, so we don't have revenue to waste on programs that don't work. If cuts are made in the county budget, they will be made to all departments within the county.
If elected, what ordinances would you propose, change, or eliminate?
With all the land use issues facing Elmore County, the new Planning and Zoning Ordinance is top of our list to work on now.
Water issues have tended to dominate local land use planning. What growth restrictions do you believe may be necessary (if any)?
We are working with the Idaho Department of Water Resourses to come up with guidelines pertaining to the use of ground water. Developers may be required to any or all of the following.
pre-drill and run sustainability tests on wells prior to a conditional use permit being issued. Transfer water rights due to no new appropriations of water. Use 0-scape landscaping. Provide a water conservation plan (water conserving fixtures and appliances required at time of construction). Have a well-head protection plan. Have a well siting plan. Have a water reclamation and reuse plan. Put in monitoring wells so IDWR can measure and provide information on the basin water and on the effects to neighboring property owners.
The County Commissioners are trying to get IDWR to move up the time table on the evaluation of our water basin.
This is not all we are doing as far as water is concerned, but I hope it will answer your questions.

I would need to review all of the programs to see which ones I believe would benefit the county the most as a whole. We would need to see what kind of money we have. Then you could discuss which programs to cut or possibly all of them. Without being a commissioner I don't really know which programs to cut at this time without doing some research into this.
If elected, what ordinances would you propose, change, or eliminate?
If elected, I believe all old ordinances need to be reviewed. There are probably some outdated ones that could be changed or eliminated all together. I would do some research on this if elected.

The Commissioners would need to look at any business or major subdivision having to bring transferable water nights with them.
