Dogs on loose

Dear editor:

I would like to know why the leash law in the city is not enforced?

I cannot take my big dog for a walk (on her leash) without being charged by dogs running loose. Even most of those dogs have their owners with them, who do nothing about this.

This is not fair to people who want to do the right thing. What recourse do I have with this problem?
