Enforcing law would aid highways

Some of the money for the governor's highway funding could be raised simply by our county vehicle registration offices and local law enforcement doing their jobs more efficiently.
I walk every day and in a 1 1/2-mile walk I have encountered vehicles with '07 and '08 outdated stickers. In one day I counted seven such vehicles in Mountain Home.
Times this by each neighborhood and city I would venture to say that we have a sizeable amount of vehicles on our streets which are not paying for the privilege. These vehicles should be ticketed and fined and also made to pay for the back registration of said vehicle. In other words, if they have an '07 sticker they should have to pay for '08 and also for the new sticker.
I do believe this would raise the state treasury some without raising the registration for the people who abide by the law.
