The idea behind Robert's Random is for me to write about whatever I'm thinking about whenever I'm thinking it. I try to write 3-5 times a week, but sometimes real work gets in the way of that. Sometimes I'll share whatever random thought I might have that day but most of the time, I like to write about things going on in the news. I'm a total news junkie, I spend a lot of time online at various news sites. If I find a story where someone does something totally stupid or I wonder "what were they thinking?" I don't mind pointing it out incase others missed it or taking my best guess at what they were thinking. I like to laugh, I like to make others laugh. There's so much serious and wrong stuff going on in the news that when I find an unusual or light story, I like to use it. And while real life news events might be the focus of many of my blogs, I'm just trying to entertain you, make you laugh and maybe even think about something you didn't know before reading. I'm not trying to break any serious news or deliver any hard-hitting coverage. You'll have to read a paper or watch one of the network shows for that.

The Idaho Education News recently took a look at school districts' supplemental levy history.
In their words:
"Idaho schools receive the bulk of their annual funding from the state, as outlined each year by the Legislature.
Public school funding is the state's largest annual expense -- with $1.308 billion, or 47 percent of the state general fund budget heading to schools for the 2013-2014 school year.
But if districts don't feel that is enough, they can go to their voters and ask for supplemental funding.
This searchable database breaks down each district's levy history dating to 1993.
In order to pass, a simple majority of voters must approve a supplemental levy.
Levy information is broken down and sorted by fiscal year increments, which run from July 1 to June 30 each year. Thus, FY 2013 runs from July 1, 2012 through June 30, 2013."
According to Idaho Education News, from FY1993 to FY2010, Mountain Home School District 193 did not use any supplemental levies. I do not know if this is because the school district did not ask for a supplemental levy during this time if voters voted no on any levies.
In FY2011, voters approved a $2.8 million supplemental levy for the school district. In FY2012, the levy was also $2.8 million and $2.7 million in FY2013. That's $8.3 million in three years after relying on zero supplemental levy dollars since 1993.
The organization also compiled data of the new ranking system for schools. Below is the organization's description of that ranking system:
"Idaho is at a crossroads for measuring accountability of its schools.
The state is moving away from the Adequate Yearly Progress component of No Child Left Behind, which measured performance by the Idaho Standards Achievement Test (ISAT), and creating a five star system.
The new system is based on multiple factors, including academic growth, proficiency and -- for high schools -- college and career readiness.
Under the new star rating system, four and five star schools will be recognized as excellent and serve as examples to other schools. Three star schools will be recognized as good, but will be required to create an improvement plan. One and two star schools are considered to be in need of improvement, must develop an improvement plan and will receive assistance from the State Department of Education.
This searchable database includes AYP results from 2011-2012 as well as schools' first ratings under the new five star system. In the search box, school districts appear in all capital letters, while some charter schools do not."
